Position: Special Education Support Specialist

Job Details:


The SESS assists in managing Special Education data, which includes a focus on ensuring compliance with District contracts, policies, and procedures as well as applicable state and federal laws and regulations. Successful candidates will have the skill set to create, analyze, and maintain data reports. This position is a critical member of the Special Education and the Data and Enrollment teams.

Qualifications:

  • Bachelor's Degree from an accredited college or university; Master's Degree preferred;
  • Demonstrated knowledge and experience working as part of a team, managing various projects, working with multiple stakeholders, and resolving issues;
  • Ability and experience in building strong relationships across multiple stakeholders and teams;
  • Excellent organization, time management, and follow-through; high sense of urgency;
  • Excellent attention to detail;
  • Demonstrated ability to successfully balance multiple projects concurrently and work independently;
  • Outstanding problem-solving and critical thinking skills and desire to use data to drive decision-making;
  • Excellent written and oral communication skills, including strong presentation, database, and spreadsheet skills;
  • Ability to develop systems and timelines that achieve efficiency, scalability, and duration;
  • Ability to learn quickly and to be effective and take initiative in a fast-paced, dynamic, ambitious environment;
  • Demonstrated experience utilizing applicant tracking platforms;
  • Bilingual in a language other than English, preferred. Spanish is the most common language other than English in FPS; other languages may include, but are not limited to Portuguese, Hmong, Haitian Creole, Arabic, etc.

Essential duties and responsibilities:


Under the direction of the Director of Data and Director of Special Education, the SSES will monitor data collection systems for Circuit Breaker, Medicaid, the district's utilized Student Information System (SIS), and other databases as required;

  • Maintain Special Education databases with key data for accuracy and compliance with federal and state reporting standards, including but not limited to SIMS, EPIMS, and CRDC;
  • Perform data verifications to ensure accuracy and compliance, ensuring all Individualized Education Programs (IEPs) have accurate dates, service grids, and other pertinent details;
  • Provide support and troubleshoot issues related to district Special Education systems, including, but not limited to, Medicaid billing, Student Information System Special Education Module, and Circuit Breaker.
  • Generate and send error reports to Special Education administrators regularly (weekly, bi-weekly, monthly, etc.);
  • Ensure that data reports meet the needs of progress monitoring for grants and compliance;
  • Assist with the coordination of IEP Progress Reports;
  • Coordinate with the enrollment department and school student program support administrators (SPSAs) to determine school/classroom placements required by IEP service grids for incoming students;
  • Monitor enrollment of students in Special Education before all state and federal reporting periods;
  • Attend monthly Special Education User Group meetings;
  • Dead file information - send dead files to school and update the shred info on the SIS;
  • Assist outplacement coordinators with SPED-related accuracy and functionality within all necessary databases for students in outplacement settings;
  • Manage the Medicaid billing and related revenue activities for the district;
    • Monitor the service delivery grids for outplaced students with billable services;
    • Collect and maintain billing materials;
    • Monitor and support RMTS (Random Moment in Time Study);
    • Monthly update of billing database;
    • Quarterly meetings with the team;
    • Acquire and maintain Medicaid Release of Information and maintain student monthly Medicaid eligibility status for claims submission and other records;
    • Collect and maintain all parental consents and Medicaid eligibility;
  • Manage Circuit Breaker reporting;
    • Monitor student billing for accuracy in coordination with the Business Department;
    • Coordinate with the transportation department for accurate billing;
    • Monitor and maintain record of all claimable student supports and costs;
    • Collect and maintain OSD letters
