Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a PHYSICAL SECURITY SPECIALIST (Title 32), Position Description Number D2162000 and is part of the OK 138th Fighter Wing, Air National Guard. Responsibilities Responsible for the management and administration of theIntrusion Detection System (IDS) program. Advises the MAJCOM SF IDS program manager of any base or site activities that will impact theIntegrated Base Defense Security Systems (IBDSS) program. This includes, but is not limited to, mission changes resulting in increase or decrease of resources, reconfiguration of resource areas, and construction of facilities on or in the vicinity of current and planned sensor locations. Reports and documents all IDS maintenance requirements to the servicing maintenance organization. Monitors IDS false and nuisance alarms and, when necessary, requests assistance from the maintenance organization to resolve problems and deficiency. Coordinates with maintenance and materiel management functions to ensure sufficient spare parts and maintenance are available to support the IBDSS equipment and component.Maintains Technical Orders and commercial manuals that describe equipment components and operating procedures for IDS in use. Develops local training for system operators. Assists the standardization and evaluation section in developing certification standards for system operators.2. Responsible for the management and administration of the physical access control systems (i.e. Defense BiometricsIdentification System - DBIDS). Manages entry control point (ECP) related applications associated with DBIDS and the Security ForcesInformation Management System (SFMIS). Manages the functional and operational sustainment of all data processing programs such as DBIDS, SFMIS, and other systems installed and/or programmed for the ECP. Produces and maintains and related reports for command echelon personnel. Provides feedback to supervisor regarding identified or perceived base access vulnerabilities with recommendations for their mitigation. Reviews the operational status of sensor subsystems ensuring all required testing procedures are followed. Researches, interprets, and analyzes guidelines to ensure all work complies with legal and regulatory requirements. Performs additional related duties as required or directed. Develops goals and objectives that integrate organization and squadron objectives.3. Performs administrative office support functions and develops, coordinates, and publishes all SF installation level publications to include the Installation Security Plan, the Installation Security Instruction, and SF annexes to all installation plans.4. Performs installation security duties. Leads and manages SF programs designed to provide a secure mission environment. Establishes requirements for police services, physical security,and Anti-Terrorism programs. Establishes liaison between SF and civilian law enforcement agencies.5. Manages police services. Develops and writes localized SF policies and procedures. Manages installation entry control, visitor center operations, and special functions/events. Administers and manages Resource Protection and Crime Prevention programs.6. Manages Security Forces ManagementInformation System (SFMIS).7. Performs and enforces the full range of SF duties within the military installation. Apprehend and detain violators of laws, rules, and regulations and turn them over to the Federal or civil police or other law enforcement officers for arrest and posting of collateral. Requirements Conditions of Employment Qualifications Military Grades: E3 Through E6 GENERAL EXPERIENCE: All Series GS-0080 personnel must be certified at the next higher level before being eligible for that level. Each applicant must have the education and validated understanding of the basic principles and concepts of the occupational series and grade for one of the seven organizational program disciplines and its applicable Security Series career level, as cited on page two. Applicants must have the experiences, education, or training that demonstrates the ability to follow directions, to read, understand, and retain a variety of instructions, regulations, and procedures. Applicants must demonstrate the ability or have endorsements that indicate the ability to learn and perform the cited position's duties. SPECIALIZED EXPERIENCE: Experienced in commonly used methods, procedures, regulations and other guides that relate to training programs within the applicable Security Forces career field. Have the knowledge and skill to apply analytical and evaluative techniques to the identification, consideration, and resolution of program related issues and problems. Skilled in developing, analyzing, and evaluating security training programs to meet mission requirements and improve the security-training program for the installation. Skilled in defining problem areas and in application of conventional training program management principles and concepts. Experienced in the logistics plans and support functions that interrelate with the Security Forces work requirements. Ability to communicate effectively and clearly both verbally and in writing. Experienced in conducting training and educational assignments; handling problems and deviations, or resolving most problems in accordance with instructions, policies, regulatory/agency guidance, previous training and/or accepted unit administration practices. Plans and organizes appropriate Security Forces programs, defines projected scope, and coordinates with staff and management on training requirements. Experienced in developing training lesson plans and timetables under general guidance to meet technical soundness, appropriateness, and conformity to mission policy and requirements. in detail. Education There is no substitution of education for specialized experience for this position.
