Job Description

Director, U.S. Government Compliance – Parker Hannifin Position Summary The Director of U.S. Government Compliance (USG) will operate with a high level of independence to formulate and lead the company's global USG integrity and compliance program under the direction of the VP of Audit, Compliance, and ERM. This role is responsible for overseeing Parker's USG Compliance program across all global operations, assessing regulatory changes that may impact the company's government-regulated business, and ensuring the necessary adjustments to compliance policies to mitigate risks. Scope, Supervision, and Interaction Reports to: VP, Audit, Compliance and ERM. Direct Reports: Direct the daily activities of the Senior USG Compliance Managers. Works With: The network of Compliance Officers and various Corporate Staff functions (e.g., Legal, Finance & Accounting, External Reporting, Internal Audit, Marketing, Human Resources, Environmental Compliance, Security, etc.) to ensure that business integrity and USG compliance initiatives are fulfilled globally. Also collaborates with Division General Managers and senior leadership teams of divisions performing Government-funded work. Responsibilities Lead USG Compliance Program: Direct the implementation and management of Parker’s USG Compliance program across all global operations. Regulatory Assessment and Communication: Monitor changes in key regulations impacting USG contracts, ensuring timely communication to operations and necessary policy adjustments to mitigate risks. Facilitate Compliance Officer Forums: Design and implement forums to communicate program expectations and share best practices among compliance officers. Conduct Reviews and Audits: Plan and participate in reviews of Parker’s USG activities, support third-party audits, and ensure compliance with established standards. Cross-Functional Liaison: Collaborate with Legal, Audit, and other corporate functions to enhance compliance effectiveness and maximize business value. Industry Representation: Represent the corporation in industry associations and align initiatives with corporate interests. Benchmarking and Best Practices: Engage with peers to share insights and improve compliance practices through benchmarking. Stakeholder Engagement: Interface with key customer and government personnel to support compliance initiatives. Consultant Coordination: Lead initiatives involving external consulting specialists as they arise, ensuring alignment with compliance objectives. Policy Development and Communication: Develop and communicate corporate policies mandated by USG contracts and domestic civil aviation sales, ensuring global applicability across divisions. Continuous Compliance Monitoring: Oversee the government contract and civil aviation compliance program, ensuring its effectiveness through regular assessments and updates. Mentorship and Training: Mentor division leadership to enhance understanding of government contracting requirements and compliance strategies. Government Practices Manuals (GPMs): Develop and maintain the Corporate GPMs as the principal corporate policy media for Parker USG contracting operations worldwide, with timely updates. Self-Assessment Validation Reviews (SAVRs): Provide leadership for SAVRs at primary Government Contracting and Civil Aviation divisions to ensure compliance with GPM policies and regulatory requirements. Quarterly Reporting: Prepare and submit the quarterly Government Contract Issues Report to the Corporate Disclosure Committee, assessing issues raised by operating units for visibility and disclosures. Regulatory Change Management: Assess changes to key regulations that could impact USG funded business, communicate them to operations, and adjust the Corporate USG Contract Compliance program and policies to mitigate related risks. Qualifications Educational Background: Bachelor’s degree required; advanced degree strongly preferred (e.g., MBA). Experience: Minimum of 20 years of progressive managerial and leadership experience in corporate compliance, government contracting (including cost-reimbursable and firm-fixed-price contracts), and civil aviation in manufacturing operations. Leadership: Ability to develop and implement strategic initiatives that enhance the company’s global business integrity and compliance program. Knowledge: Extensive understanding of business management, operations, engineering, legal compliance, and finance/accounting principles. Expertise: Ethics, compliance, contract and program management, product integrity, quality assurance, engineering/design management, accounting and finance, pricing and estimating, procurement operations. Communication: Exceptional written and verbal communication abilities; able to explain complex technical subjects to diverse audiences. Project Leadership: Proven success in leading major initiatives and special projects that drive results. People Management: Ability to lead through direct reports and cross-functional teams, fostering an ethical work culture. Engagement: Able to communicate effectively at all levels and with external stakeholders including government entities, customers, suppliers, and industry groups. Travel: Moderate travel required.
