Description

The Director of Public Safety, reporting to the Vice President for Administrative Services, provides leadership and supervision of all public safety and security operations for the college. This includes maintaining a safe campus, protecting life and property, overseeing law enforcement and public safety services, coordinating events, managing investigations, developing training programs, and collaborating with local/state agencies.

The Director oversees emergency and crisis management planning, including key documents, training, drills, and compliance with state/federal regulations. The role includes policy development, and risk mitigation related to campus safety. The Director also serves on the CARE Team and acts as the college’s advisor for public safety matters. This essential position may require work on weekends, holidays, or during emergencies and includes both administrative and field responsibilities.

Examples of Duties


  • Lead and develop public safety operations across all college locations.

  • Supervise and support Public Safety staff; conduct evaluations and staff development.

  • Maintain and update departmental SOPs; ensure clear communication to staff.

  • Develop training programs; maintain records and support officer wellness.

  • Provide security services and enforce campus traffic/parking policies.

  • Maintain communication with faculty, staff, and students.

  • Advise on campus safety, including facilities and asset protection.

  • Patrol campuses, provide assistance, and address safety concerns.

  • Liaise with law enforcement, fire departments, and emergency agencies.

  • Serve as Incident Commander in emergencies.

  • Ensure compliance with Clery, Title IX, VAWA, and related laws.

  • Develop and implement safety-related policies.

  • Serve as campus resource and maintain positive public interactions.

  • Prepare and publish required reports (e.g., Fire/Safety, Naloxone).

  • Monitor legal mandates and maintain licensing documentation.

  • Manage public safety budget and procurement.

  • Collaborate with Student Engagement on projects.

  • Notify VP of incidents and campus conditions.

  • Oversee communication systems, alarms, and CCTV.

  • Maintain and inspect safety equipment (AEDs, extinguishers, alarms).

  • Ensure routine First Aid and AED training.

  • Chair the Safety Committee; support continuous improvement.

  • Ensure OSHA/MOSHA compliance.

  • Serve on College Council and Crisis Management Team.

  • Lead emergency drills and strategic preparedness planning.

  • Support strategic initiatives and CARE Team operations.

  • Participate in external safety-related committees and associations.

  • Perform other duties as assigned.

Qualifications


  • High School Diploma required; Associate or Bachelor’s degree preferred.

  • At least 7 years as a sworn police officer, including 3 years in supervision; administrative experience preferred.

  • Eligible for Maryland Special Police Commission and handgun permit (college-sponsored).

  • Valid Maryland driver’s license and clean record.

  • Experience in emergency and crisis management.

  • Knowledge of Clery, Title IX, VAWA, and relevant federal/state laws.

  • Strong interpersonal, leadership, and communication skills.

  • Experience serving diverse populations.

  • Proficient in Microsoft Office.

Physical Requirements


  • Availability for varied shifts, including nights/weekends.

  • Must not be impaired by medication.

  • Must hold a valid driver’s license.

  • Conduct foot patrols (up to 2 miles per round, multiple times per shift).

  • Work outdoors in all weather; stand for extended periods.

  • Respond quickly to emergencies.

  • Provide physical security/escort; de-escalation skills required.

  • Lift/carry up to 50 lbs.; set up barricades and transport items.

  • Assist individuals with mobility aids.
